There are some really small changes you can make in your decor that will make a really big impact!
Paint curtain rods
Most all of our light fixtures are the oil bronze color, which has been in style for the last few years. While I do think it is pretty, I prefer a lighter, more cottage-y look.

Paint lampshades
I already had some green paint so I watered it down very thin and lightly painted the fabric.

I thought I might add some beads or fringe at a later date, but I was too excited to wait. The paint was very thin and dried almost instantly, so I quickly put them on to see what they looked like.
I had a big smile on my face as I placed them onto the bulbs one by one.
And that shadow casting on the ceiling! *swoon*
I think in every post there has been at least one photo with christmas decor somewhere 🙂

I love it! We have an old light fixture in our dining room. I like the shade but the fixture itself is scratched up old brass and it really needs painting. I think I am going to paint it red at some point. But Hunter is afraid that is some sort of safety hazard and keeps telling me not to try and take the light down!
I have replaced a light fixture before at my old house. I just turned it on and went and flipped breakers until I found it and left that breaker off. But like you, I have fuses at this house. You can do the same thing, but its a little bit more of a pain.
Also, when I was researching "spray painting a ceiling fan", to my surprise, MANY people did NOT remove it! They taped up newspaper on the ceiling around it and at the far edges left paper to hang down to catch overspray! And of course I am sure they covered the floor or whatever furniture was down there. I was amazed. I was going to try it but then decided I didn't really need to spray paint the whole thing. Soooooo you could try painting it without removing it! 🙂
